In the fasteners industry 'high strength' refers to any medium carbon or alloy steel that undergoes a process of heat treating to stregthen to properties necessary to meet requirements of any given specificatin or requirement. Can welding be performed on high strength anchor bolts or fasteners? In most cases the answer is no.
When heat is reapplied to to a bolt or fastener that has already bee n heat treated, in most cases the physical property of the object may be altered, weakened or even break. For this reason alone, it is not reccomended to weld a bolt or fastener.
